HNEE is a public corporation and at the same time a state university. It is represented by law by the president, Prof Dr Wilhelm-Günther Vahrson.
HNEE is under the legal supervision of the Ministry of Science, Research and Culture of the state of Brandenburg. HNEE coordinates the activities of the EU Horizon 2020 project LIAISON.
